Summary  Haldimand County (the County) received a request under the Municipal Freedom of Information and Protection of Privacy Act (the Act ) for copies of employment contracts, written termination notices, expense account records, cash settlements and letters of recommendation relating to two named individuals. The requester also sought access to the minutes of an identified council meeting. In response to the request, the County granted full access to certain records, partial access to the requested employment contracts and the termination notices, and denied access, in its entirety, to a settlement document. The County relied on section 14 of the Act (invasion of privacy) to deny access to these records or portions of records (with reference to sections 14(3)(d) and 14(3)(f)). Furthermore, after initially advising the requester that no letters of recommendation existed, the County subsequently located letters of reference for both named individuals, and denied access to these records under section 14, with reference to section 14(3)(g) of the Act . The requester (now the appellant) appealed the County's decision.
