Summary
The appellant made a request to the City of Port Colborne (the City) under the Municipal Freedom of Information and Protection of Privacy Act (the Act ) for access to: . . . . all correspondence between the City of Port Colborne or any representatives, divisions or affiliates thereof, including without limitation the Parks and Recreation Department, the Planning Department and in particular, [three named individuals], (collectively the "City") and any of the following persons and entities. Please also provide access to any reports, applications or other records provided by the City to any of the following persons or entities or by any of the following persons and entities to the City: [the appellant listed a number of individuals and business entities, some of which are not corporations. I will refer to these individuals and business entities collectively as the affected persons]. I confirm that this request is intended to be a very broad one. It is intended to cover all documents, records and correspondence between the City and the listed persons and entities and it is intended to go back in time as far as the City's records are available.
