Summary
This is an appeal from a decision of The Corporation of the Township of Huron-Kinloss (the Township), made under the Municipal Freedom of Information and Protection of Privacy Act (the Act ). The requester (now the appellant) sought access to the documentation relied on by the Chief Building Official of the Township to justify the decision to grant a building permit for a new hog barn on a farm. Specifically, the appellant asked for: ...an application for a building permit, construction drawings, a Nutrient Management Plan and the Environmental Assessment which is now required by the Township’s manure pits and manure management by-laws. In its decision, the Township granted partial access to the records. In denying access to some of the records, the Township relied on the mandatory exemptions under sections 10(1) (third party information) and 14(1) (unjustified invasion of personal privacy) of the Act .
