Summary		The appellant, on behalf of an engineering company, made a request to the Township of Middlesex Centre (the Township) under the Municipal Freedom of Information Protection of Privacy Act (the Act ) for access to: . . .[A]ll files of the Township relating to the Komoka Sewage and Water Works Projects No. 52-0030-01 and No. 53-0082-01 Contracts 3 and 4. The appellant stated that his request included the following: All documents relating to financing. All documents related to the design, obtaining of approvals, and construction. All agreements signed with respect to the projects including engineering agreements, cost sharing agreements, maintenance agreements, etc. All tenders received for the construction of the project. All reports to the Township Council and resolutions passed by the Council. All correspondence and documents relating to [named company]. All the correspondence and documents relating to the Ontario Clean Water Agency. All correspondence and documents relating [named company]. All correspondence and documents relating to [named company]. The appellant specifically requested an opportunity to review the files in person at the Township offices. The appellant also wanted to bring his own photocopier to take copies of any documents of interest to him. The appellant also asked that should the Township decide to sever any documents from the files, that he be provided with a list of such documents.
