The Ministry of Education (the Ministry) recently introduced changes in the way in which boards of education are funded. These funding changes were also made with respect to special education, effective in the 1998/1999 school year.
As a result of these funding changes, the Halton District School Board (the Board) found itself having to deal with a decrease in the total money available to it for the provision of special education programs. According to the Board, this resulted in a decrease in the number of “selfcontained classes” that are provided by the Board.
