Summary
Records relating to the Commissioners of the Port Hope Harbour (Harbour Commission).
The IPC has the jurisdiction to make a determination regarding constitutional arguments raised by the Harbour Commission.
The Act applies to the Harbour Commission.
Section 2(3) – the Harbour Commission is deemed to be a part of the Municipality.
The Municipality is ordered to secure responsive records from the Harbour Commission and issue an access decision.
