Summary
The appellant sought access to records related to the marriage of an identified deceased individual that took place in 1958. The Ministry of Government Services denied access to some of the information in the records, relying on the personal privacy exemption in section 21(1) of the
Act
. The presumption against disclosure in section 21(3)(h) applies to some of the information in the records. The unlisted factors of “diminished privacy after death” and “benefit to unknown heirs” ultimately weigh in favour of disclosure of other information. The ministry is ordered to disclose portions of the records.
