Summary
The appellant made a request to the board for records relating to a particular RFP. The board withheld some of the records on the basis of the discretionary exemptions in sections 6(1)(b)(closed meeting), 11 (economic and other interests) and 15 (publicly available). Other responsive records were withheld on the basis of the mandatory third party information exemption in section 10(1). The board’s decision is partially upheld. However, the board is ordered to exercise its discretion with respect to three records.
