Summary
The appellant requested copies of two reports relating to its commercial relationship with the city. The city denied access to the responsive records pursuant to sections 6(1)(b) (closed meeting) and 12 (solicitor-client privilege). The adjudicator determined that the records qualify for exemption pursuant to solicitor-client communication privilege under both branches of the discretionary section 12 exemption. The adjudicator ordered the city to provide submissions on its exercise of discretion in withholding the records at issue.
