Commissioner’s Remarks
Ann Cavoukian, Ph.D., Information and Privacy Commissioner of Ontario, Canada

Since the introduction of the Personal Health Information Protection Act (PHIPA), hospitals and other health information custodians have made tremendous strides to ensure that the privacy of personal health information remains a top priority.

To assist hospitals in educating their employees on the concept of unauthorized access, the Ontario Hospital Association (OHA) and the Information and Privacy Commissioner of Ontario (IPC), have collaborated to develop an “Unauthorized Access e-Learning Module”. This Module is intended to provide examples of unauthorized access, outline the potential consequences to the employee and the hospital, and highlight the ways in which employees can contribute to preventing unauthorized access within their organization.

In addition, the OHA and the IPC have also developed a Primer for hospitals to highlight best practices for safeguarding personal health information (PHI) to prevent/reduce incidents of unauthorized access to PHI.
